Public Records Request Information

Southeast Communications Center (SECOMM) and Benton County Emergency Management are part of Benton County Emergency Services (BCES),

SECOMM is the Public Safety Answering Point (PSAP) for all of Benton County.  A PSAP is an agency responsible for answering 9-1-1 calls for emergency assistance from police, fire and ambulance services. 


BCEM and SECOMM maintains electronic, paper and audio records, in compliance with RCW 42.56 Public Records Act, as it relates to disclosure of public records.  All records obtained in the course of BCES/SECOMM business are the property of BCES/SECOMM.


The City of Richland is the administrating jurisdiction for SECOMM.  In accordance with RCW 42.56.580, the public records officer for SECOMM is City of Richland Clerk's Office.   Please contact the office at (509) 942-7388 or follow this link to the 9-1-1 records request form.  9-1-1Public Records Request Form


The general public may request printed copies of Computer Aided Dispatch (CAD) chronologies (emergency and non-emergency call history) and copies of recordings, such as 9-1-1 calls, non-emergency police and fire/EMS calls, as well as recorded radio communications involving police, fire/EMS. 

All incoming and outgoing telephone calls to and from SECOMM and primary radio traffic are recorded.  Audio recordings are kept for 180 days. 


A representative from the law or fire/EMS agency involved must approve a citizen's request for information.  The agency will decline request(s) where the release of information would compromise an investigation, in compliance with RCW 42.56.240.
